15 year old pimps her sister out to be gang raped

Cops: Trenton 7-year-old gang raped after 15-year-old sister pimps her out

TRENTON — City police have charged a 15-year-old girl as an accomplice to the gang rape of her 7-year-old sister.

Police said they believe the older sibling was paid for having sex with multiple partners Sunday night during a party at the troubled Rowan Towers apartment complex, and that she then sold her sister to others at the party.

Police said they believe the younger girl was raped by five to seven individuals, who held the girl against her will and threatened to kill her if she screamed or if she later told anyone about what happened.

Capt. Joe Juniak, commander of the department’s Criminal Investigations Bureau, said he expects there to be many arrests in the case and he expects them imminently.

“The things that took place in there were just horrid,” Juniak said. “Anyone can imagine, especially those who have kids...to allow someone to do that to a 7-year-old is just beyond comprehension.”

Juniak noted that the girls were not full-blooded sisters. He said they were either half-sisters or stepsisters, but whatever the case, they were still raised as sisters.

Juniak said police were initially called by the girls’ family because they believed the 15-year-old had run away from home and that she took the younger girl with her. He said the 15-year-old had exhibited some behavior problems in the past.

Police officers were at the family’s home that night, after 9 p.m., when the 7-year-old returned without her older sister, and she told her mother that she had been raped, Juniak said. Police later located the 15-year-old, who relayed the same details regarding what had happened at the party, and she was arrested and charged.

Juniak said the party took place in a 13th-floor apartment in the complex at 620 West State St., where the 15-year-old met up with a couple of male acquaintances. He said the older sister then had sex with several party-goers for money in a bedroom, while leaving the younger girl unattended in the living room.

At some point, Juniak said, the older sister visited the 7-year-old in the living room and handed her a wad of money, telling her to let the assembled males have sex with her.

“She tells the sister, ‘Let the boys do what they want to do,’” Juniak said.

Juniak said the older girl promoted and watched the acts perpetrated upon her sister.

After the assaults, Juniak said, the 7-year-old got dressed and left the party, while her older sister stayed behind. Two unidentified individuals found the young girl crying outside, and they took her to her home nearby on West State Street, where police had already gathered.

The Rowan Towers complex has been the center of controversy lately, with an increasing number of violent crimes reported there.

Juniak said investigators have identified the apartment used during the party and the person listed as the renter of the unit. But he said that it doesn’t appear the individual was there at the time or that he had any knowledge of what occurred at the party.

Juniak said the tenant is in the process of being evicted from the apartment, which appears to already have been at least partially vacated.

“Individuals within that building have knowledge of what apartments are vacant, and they will gain access to those apartments and utilize them for drinking, partying or whatever else,” Juniak said. “That’s what we believe happened in this instance.”

The 15-year-old sister has been charged with complicity in an aggravated sexual assault, criminal restraint, terroristic threats, endangering the welfare of a child, and promoting prostitution. She was held in the Mercer County Youth Detention Center.

Trenton detectives are working with investigators from the Mercer County Prosecutor’s Office, and the state Division of Youth and Family Services is involved with the case.

Juniak said there appear to have been 12 to 15 people at the party throughout the night, and detectives are searching for anyone who may have been there. He said charges could be brought against everyone, not just those physically involved with the rape of the 7-year-old.

Anyone who was there could be charged for allowing it to happen, and any adults who had sex with the 15-year-old will be prosecuted for rape because of the girl’s age, Juniak said.

“We’re going to identify everyone who was in that apartment,” he said.

Trenton Mayor Doug Palmer, who has a 7-year-old daughter, called The Trentonian last night to express his outrage and to make a plea for the public’s help.

“I am just sick,” Palmer said. “Citizens have got to come forth if they have any information. If you ever wanted to get involved ... if there is nothing that will get your conscience to say ‘I have to step up,’ if it’s not this, then I don’t know what you’re waiting for.

“Police are working triple-overtime and not leaving any stone unturned to get justice for this innocent angel, but we need the people’s help.”

Mother sues for child support - 60 years later

An 81-year-old grandmother is suing the father of her son for child support - even though the child in question was born in 1950.

Apparently there's no statute of limitations on child support in California, in the good old US of A, where Rosemary Douglas lives.

Douglas says her former partner, Urban Joseph Grass, 82, owes her $57,000 in child support and interest, according to the Houston Chronicle.

Douglas got pregnant with her son Gerald in 1950 and says Grass was the father of the child.

After her son's birth she went to court to try to get an order for child support. She says Grass, who was not married to Douglas, didn't want anything to do with her.

Grass's attorney, Pedram Mansouri, says there was a court hearing but no child support order was issued and Grass was then sent to Korea with the Army before any more hearings took place.

The attorney says Grass had no idea there was a subsequent order that he should pay Douglas $50 a month in support.

Apparently Douglas tried to find Grass through private attorneys when her son was about five or six but was unable to track him down and gave up. She later married and had two more children.

Gerald went on to serve for 32 years in the Air Force and recently retired as a lieutenant colonel.

Douglas is now a widow and says the $57,000 which she claims she is owed would be very useful to her - but it's also about the principle of the thing.

However Grass's attorney says he hopes the claim will be dismissed. "We are hoping to make this go away pretty quickly," Mansouri told the Chronicle. "I suspect it's an old lady down on her luck who's looking for some money."

What do you think? Should the father be made to pay up, however long it's been?

Dennis Hopper wife filing for divorce

The divorce petition between terminally ill actor Dennis Hopper and his wife, Victoria Duffy Hopper, is going to court this morning so a judge can decide how much spousal and/or child support Mrs. Hopper will receive while the proceedings continue.

According to her attorney, Mrs. Hopper is running out of money and has nowhere to go with their 7-year-old daughter Galen, so the hearing is necessary.

Dennis Hopper has been trying to divorce his wife since shortly after his cancer diagnosis was confirmed. She is fighting him because she says it’s merely an effort to cut her out of his will, but he says they have a prenup so this shouldn’t be a problem.

81-Year-Old Great-Grandmother Suing For Back Child Support

Los Angeles, CA, United States (AHN) - An 81-year-old woman is suing her son's father for back child support. She claims he's been dodging payments for 60 years and owes $57,000 plus interest.

Rosemary Douglas says she secured a court order for child support after her son with Urban Joseph Grass, Gerald, was born in 1950.

She claims Grass never paid while he claims he never knew anything about the order.

Grass now has a new lawyer, Pedram Mansouri, who says he and his 82-year-old client aren't worried. The lawyer believes he can make the situation go away quickly and suspects Douglas is just down on her luck.

Douglas insists she tried in vain for years to reach Grass and have him to release funds from his military allotment to assist with the child support. She said he refused.

Douglas later married and had two more children. Her son Gerald, who’s now a grandfather himself, recently retired from serving 32 years in the Air Force.

Women six women sue WVDHHR, others for unpaid child support

Patsy A. Hardy, secretary of the West Virginia Department of Health and Human Resources Child Support Enforcement; Garrett M. Jacobs, interim commissioner of the WVDHHR Child Support Enforcement; and Heidi Talmage, deputy general counsel for the WVDHHR Child Support Enforcement, are also named defendants in the case.

The six guardians -- Cynthia Kerner, Lori Coon, Robin Danberry, Kathy Cooper, Cecilia Nash and Lisa Roth -- claim the defendants have "engaged n a systematic practice of allowing West Virginia judgments for child support to lapse, causing the children who benefit from those judgments to lose child support from the obligors who owe and/or the opportunity to collect the judgments."

The plaintiffs want to recover damages for the lost legal rights of behalf of their wards and on behalf of all other children similarly situated.

On March 11, 2005, the WVDHHR Bureau for Child Support Enforcement made a motion of behalf of Kerner's children to determine arrears and alleged that Robert Blackhurt was in arrears for approximately $58,000, according to the suit.

Kerner claims pursuant to the final order on petitions for appeal, the court ordered Blackhurt to only pay $111.72, plus $159.76 in internet. She claims the defendants' negligence resulted in her children losing approximately $57,728.

On Jan. 30, 2008, the defendants filed a motion on behalf of Coon's child to determine arrears, and alleged Daniel C. Coon was in arrears in the amount of $2,593.89, but the BCSE terminated the collection, resulting in Lori Coon's child to lose $2,593.89 in child support

The defendants determined Danberry's ex-husband was in arrears of approximately $40,000, but on Dec. 8, 2009, only ordered him to pay $14,793.15, resulting in the loss of $25,206.85 in child support.

On May 22, 1998, Cooper was awarded a judgment against Larry Dean Deskins in the amount of $26,517.01, but by 2009 the defendants failed to renew the judgment and presented Cooper with a release of line saying the judgment was paid in full, which Cooper claims is not true.

Cooper claims the defendants never advised her that the statue of limitations had expired and that she could not collect the judgment.

Nash claims the defendants made a motion alleging the obligor was in arrears of $14,370.12, but on Sept. 19, 2008, he was only required to pay $156.67, resulting in the loss of $14,213.45.

On April 19, 2007, Roth claims the defendants determined the obligor was in arrears in the amount of $75,780.99, but on Oct. 9, 2007, ordered him to only pay $44,969.77, resulting in the loss of $30,811.22.

The plaintiffs claim the did all things proper and necessary to pursue their child support arrearages claims against the obligors through the BCSE, fully cooperated and informed the defendants and all information requested and acted in "good faith and detrimental reliance" that the defendants would timely pursue their children's arrearage claims.

The plaintiffs are seeking that this action be certified as a class action on behalf of all of the proposed class and that they be designated as representatives of the class; that the court declare the breaches, omissions, negligence, legal malpractice and professional negligence of the defendants as unlawful, illegal and in violation of West Virginia law; that the court award the plaintiffs and all class members compensatory and punitive damages; and that the court award plaintiffs and all class members equitable, injunctive, mandamus and declaratory relief to require the defendants to place in the system procedures and processes to prevent such lapses from occurring in the future. The women are being represented by Charles "Rusty" Webb of the Webb Law Firm.

Woman Told to Pay back Child Support

SOCORRO--- The Office of the Attorney General says one Socorro woman owes them hundreds of dollars, but she says they actually owe her money.

Elisa Benitez raises her one-year-old son at her mobile home while going to school full-time.
She and her ex-husband both agreed to hire the Texas Attorney General's office to work out their child support payments.
"We got into this because we thought it was going to make it easier, and instead it just made it way more complicated," she said.

Benitez received a letter in the mail saying the OAG overpaid her more than $500 over the past year, and now they want that money back.

"And they say if I don't pay within 30 days, they're going to start cutting my checks in half," said Benitez.

Benitez says she has bank statements that prove otherwise.

"My bank statements showed that I wasn't receiving the money they said they were sending me. They said they were sending me a 100 dollars, my bank only received 30," said Benitez.

We looked at her documentation, and it all matched up.
In fact, Benitez says her statements show another thing: the OAG actually owes her money.

After she stopped receiving Medicaid services for her son in October, the OAG continued to take the money out from her payments.

She says they've kept $180 that's not theirs.

We called the OAG and talked to them about Benitez' situation.
"Her case was not properly coded...We'll look into why it happened. We will review that documentation and make sure that everything is correct," said spokeswoman Janece Rolfe.

Yet after Elisa said she's received the run-around for weeks, she was ready to just quit the service.

"And I asked them, 'what's the only way I can get rid of the service?' And they told me that I'd have to get back with him(ex-husband), be living with him for six months, and it would go away."

And she says that's no option.

Benitez will find out in the next two weeks if she'll have to pay the child support cash back, hoping to find a little support for herself.

State Dropped charges of statuory rape

JACKSON, Tenn. (AP) -- The state has dropped a statutory rape charge filed in April against a special education teaching assistant.

The case against Terence Love of Jackson was scheduled for trial next week, but The Jackson Sun reported a judge signed an order Tuesday dismissing the charge.

A South Side High School student who was not in a class where Love assisted said she had sex with him when she was 16.

Love's lawyer filed a motion Jan. 26 requesting specific dates and times sex acts were alleged to have occurred.

The order signed by Judge Donald Allen states the girl's trial testimony "would be inconsistent and contradictory to previous statements which she has made."

Defense attorney Daniel Taylor said Wednesday there were "a lot of things that contradicted each other" and Love is glad the case is over.

Parents charged with inciting a Riot at Chucky Cheese

An 18-year-old pregnant woman is out on bond tonight after police say she started a riot inside a Chuck E. Cheese restaurant Saturday night.

It happened at the 3600 block of Hickory Hill.

During an interview Monday, Juaneka Key told us she was there with her family celebrating her 2-year-old son's birthday. However, the night ended at 201 Poplar.

"Everybody's putting it on me, five of us got arrested: me, my mom, my sister, my boyfriend, and my step-dad," said Key.

She says it all started because of a long line at the photo booth.

"My sister and little brother were taking pictures, the girl said, 'Dang how long ya'll gonna be?'" said Key.

An argument started, escalated and turned into a brawl when police say Key's step-dad intervened, punched the girl and gave her a black eye.

"Other people [began] jumping in that didn't have nothing to do with the fight," said Key.

Court papers describe absolute chaos with fists flying between both the victim's family and the suspect's. Police say customers and children began panicking and running from the scene to avoid getting involved.

Managers at Chuck E. Cheese's declined comment. Though they have several surveillance cameras there, a worker tells us none were pointed at the incident.

Nearby shoppers call it ridiculous.

"Kinda a kid environment, for adults to act like that is kinda disturbing to me," said Bertha Waller.

"I feel so embarrassed," said Key.

But the teen says she has no regrets and denies any of this was her fault.

"The fact that I'm pregnant, why am I gonna fight? I'm not trying to lose my child," said Key.

Both Key and her step-dad face charges of Disorderly Conduct and Inciting a Riot. The two other suspects face charges of threatening cops as they tried to break up the fight, as well as Possession of Marijuana.

Nevada Number 1 in Deadbeat Parents

Nevada ranks last in the nation for collecting child support, and now the economy is making it tough for parents, even ones who want to pay, to afford it.

The Clark County District Attorney's Office handles child support enforcement. It already knows there is much room for improvement when it comes to collecting child support, but officials also recognize something is better then nothing.

"They need to realize that a child's needs don't change just because a non-custodial parent isn't responsible or can't hold down a job. I can't tell my son to stop eating or to stop growing," said parent Tammy Wright.

Wright says her ex-husband owes her $12,000 in back child support and has gone up to two years without making a single payment, "We need to have stricter enforcement of deadbeat parents. Someone would come knocking on my door if I didn't feed or clothe my son. I would face consequences, so why doesn't the non-custodial parents?"

Clark County Deputy District Attorney Teresa Lowry agrees, more could and needs to be done to improve Nevada's child support enforcement record. With more than 87,000 cases in Clark County alone, the system is severely overloaded.

"Our case managers juggle anywhere from 600 to 1,000 cases a piece," said Lowry.

But rather than make excuses, Lowry says she'd rather focus on positive solutions -- both punitive and pro-active. Especially given the impact our economic recession is having on those parents who want to comply with their court orders, "They're calling and saying, ‘I've lost my job and I want to get another one but can we modify my order to reflect my circumstances right not so that I don't fall into arrears?'"

And that's one possible solution Lowry says her staff is exploring right now, "If the order is so unrealistic, people might give up and pay nothing at all."

And too many non-custodial parents in Nevada are already paying nothing at all. Current child support enforcement efforts include suspending driver's licenses, garnishing wages and income tax refunds, and jail.

But the DA's Office believes its pro-active programs like drug court and employment assistance are more effective in the long run than locking a parent up.

DNA test on the rise

Mike L. whose DNA proved he was not the biological father of a girl that he had raised from birth. Mike was extremely conflicted because he still loved his daughter deeply. However, upon learning that his former wife was about to marry the alleged biological father of their child, he asked the courts to relinquish his child support payments. Surprisingly, they refused. Mike continues to pay child support to his former wife and his daughter’s biological dad and he is not happy.

DNA tests have proven that 40% of children are born outside of marriage and the number of paternity tests has increased by 60% in the past decade. With a swab from the cheek, life can change dramatically. Most states require an unmarried couple to complete an Acknowledgement of Paternity (AOP) before the baby’s birth certificate is signed. However, there is a growing movement to have mandatory paternity tests done, even for married couples.

Life is indeed, messy. Most state-appointed judges will NOT let non-biological fathers to stop paying child support in the “best interest of the child.” According to the courts, if a man acknowledges paternity and a bond has been established with the child, it would be disruptive for that relationship to disappear. It is now recommended that a presumed father, biological mother or biological father challenge paternity before the child turns 2. This would allow for any discrepancies to be resolved before deep parental bonds have formed. However, there are men who dispute this proposal stating a man may not discover he is not the child’s biological father until years later.

Unfortunately I have to side with the court, once the bond is established then you have to continue being dad. Although I think that the one who plays the fool should suffer the wrath of the Court and they should not only throw the book at her but they should also make her pay back every dime that she got from the father. That is a form of deception that should become a class A misdemenor!

Bristol Palin sues for child support

Sarah Palin's daughter Bristol is seeking child support from the father of her one-year-old son. Documents filed in an Alaskan court show she is seeking $1,750 (£1,090) a month from Levi Johnston, 19. Their son, Tripp, was born in December 2008.

Mrs Palin was the Republican candidate

for vice-president when it was revealed Bristol was pregnant. Mrs Palin said the couple would marry, but they separated shortly afterwards. The child support motion says that Mr Johnston has paid only $4,400 in more than a year. Ms Palin is also seeking child support of $18,350, based on an estimate of Mr Johnston's income last year – thought to be more than $105,000 for media interviews and modelling. Ms Palin is also seeking full custody of Tripp.

Any Court that rules against a 19 year old with no job, to pay almost $2,000 dollars a month is not living in the real world.

Experts say number of deadbeat moms on the rise

Experts say the recession and drug abuse are causing more mothers to miss out on child support payments than ever before in Jefferson County.

And because of that, thousands of kids are not getting the financial help they need leading to the growing problem of deadbeat moms.

When it comes to deadbeat parents, the child support division says their staff of 200 people faces a tough challenge trying to collect millions of dollars.

Many of the deadbeat parents on a public list haven't paid a dime in 10 years.

It could be a while before this payment window at the child support office sees any cash from thousands of deadbeat mothers in Jefferson County.

Mothers we're told who have been delinquent on their child support for years.

But why?

Angela Anton, Assistant Director Child Support Division said, “instead of being deadbeats, they're more dead broke from the state of the economy and the issues with drug and alcohol abuse."

In fact, the Child Support Division's basement is filled with thousands of files.

They say out of roughly 61,000 active cases nearly 10% are deadbeat moms which equals hundreds of thousands of dollars for the division to collect.

Part of the solution is an annual list made available to the public.
Over 4 years, it helped collect roughly $2 million in child support.
It has the top 1000 deadbeat parents and WHAS11 counted at least 20 women.

Including Adrian Ellis at nearly $40,000, Shanna Adams at $22,000 plus and Nicole Birdsong who owes more than $27,000.

We knocked on doors of the last known address for each woman.

None of them were home.

Birdsong listed her residence as The Healing Place on Broadway which was an old location.

So we went to the new building and folks there told us Birdsong is no longer staying with them.

"It's a real good possibility that she knew she had it hanging over her head and was worried about it and so decided to get help," said Pam Scott at the Healing Place.

Family Rights Lawyer Louis Winner tells us another part of the problem.

Many of his male clients don't want to ask for child support from women.

Winner said, "it becomes a little more difficult for the father to say you know what, I need to go after and get child support because it's the right thing to do and it costs money to raise children."

The division says they're more than willing to set up payment plans with any mom or dad who's avoided child support.

If not, they tell us it can be punished by jail time and heavy fines.
